Objective-driven, top-down, test organization

I want to create test organization folders in TA, but I have been confused between work flow organization and function organization. Could you please give me advice which one is better for both testers and viewers.

For a simple example: "Car rental"

1st type - work flow organization:

a. Mr Johnson

- View a car - check Pontiac information

- View order - check order information

- Order a Pontiac with the name Michael Johnson

- Order a Ford with the name Michael Johnson

- Check order information

b. Mrs Brown

- View a car - check Chevrolet information

- View order - check order information

- Order a Chevrolet with the name Amanda Brown

- Check order information

2nd type - function organization:

a. View

- Check Pontiac information

- Check Chevrolet information

- Check Ford information

b. Order

- Order a Ford with the name Michael Johnson

- Order a Chevrolet with the name Amanda Brown

c. Oder information

- Check information before order

- Check information after order


Which type of organization do you recommend?
